The State Treaty defines its tasks, responsibilities, members, bodies and statutes as well as the means of providing financing and legal supervision.
The work of Verband Region Rhein-Neckar is primarily supported by contributions from its members. According to State Treaty, these are the cities of Heidelberg and Mannheim, and rural districts of Rhein-Neckar and Neckar-Odenwald (in Baden-Württemberg); the Bergstrasse district (in Hesse); and the independent cities of Frankenthal, Landau, Ludwigshafen am Rhein, Neustadt an der Weinstraße, Speyer, Worms, and the rural districts of Bad Dürkheim, Germersheim, Rhein-Pfalz and Südliche Weinstraße (in Rhineland Palatinate).
