Ziel des Projekts ist der Aufbau eines länderübergreifenden virtuellen Bauamts für die Metropolregion Rhein-Neckar, über das Bauanträge elektronisch eingereicht werden können. Dadurch profitieren alle: Bauherren und Architekten von einem beschleunigten Genehmigungsprozess und größerer Planungssicherheit, die Behörde, weil die aufwendige Digitalisierung der Antragsunterlagen entfällt und der Beteiligungsprozess der Fachbehörden digital erfolgen kann.

Elektronische Abwicklung von Baugenehmigungsverfahren

Wer bauen will, hat es mit einer Fülle von Vorschriften, Fristen und Verfahrenswegen zu tun, sodass Baugenehmigungsverfahren in der Regel mit dem Austausch größerer Papiermengen und langen Bearbeitungszeiten einhergehen. Ziel des länderübergreifenden Projekts ist daher der Aufbau eines virtuellen Bauamts für die Metropolregion Rhein-Neckar, über das Bauanträge elektronisch eingereicht werden können. Die elektronische Abwicklung von Baugenehmigungsverfahren birgt hohes Optimierungspotenzial. Eine Studie für den Normenkontrollrat geht davon aus, dass bis zu 25 Prozent Bearbeitungs- und Liegezeiten pro Antrag im Baugenehmigungsverfahren eingespart werden könnten. 

IT-Verfahren verbinden

Vorgesehen ist, die IT-Verfahren in den Behörden über Schnittstellen mit dem „Virtuellen Bauamt Metropolregion Rhein-Neckar“ zu verbinden, damit Bauanträge medienbruchfrei weiterverarbeitet werden können. Dadurch profitieren alle: Bauherren und Architekten von einem beschleunigten Genehmigungsprozess und größerer Planungssicherheit, die Behörde, weil die aufwendige Digitalisierung der Antragsunterlagen entfällt und der Beteiligungsprozess der Fachbehörden digital erfolgen kann.

Dokumentation der Anforderungen

Ein Arbeitskreis der Bauaufsichtsbehörden dokumentiert derzeit die konkreten Anforderungen und Prozesse an das „Virtuelle Bauamt Metropolregion Rhein-Neckar“. Zeitgleich wird an der technischen Umsetzung sowie dem Betreibermodell gearbeitet. Parallel wirkt die Metropolregion Rhein-Neckar GmbH darüber hinaus in der Projektgruppe des IT-Planungsrates mit, die den Datenaustauschstandard im Baubereich „XBau“ erarbeitet.

Kooperatives E-Government in föderalen Strukturen

Das Projekt ist Teil des 2010 initiierten Modellvorhabens „Kooperatives E-Government in föderalen Strukturen“. In diesem wird am Beispiel der Metropolregion Rhein-Neckar gezeigt, wie Vernetzung und der sinnvolle Einsatz von IT dazu beitragen,  Verwaltungsvorgänge kundenfreundlicher, einfacher, schneller und kostengünstiger zu gestalten. Partner sind die Länder Baden-Württemberg, Hessen und Rheinland-Pfalz.

Das Innenministerium des Landes Baden-Württemberg hat im Rahmen des Modellvorhabens die CIO-Patenschaft für das Projekt „Virtuelles Bauamt Metropolregion Rhein-Neckar“ übernommen.
