Der Einheitliche Regionalplan Rhein-Neckar ist Grundlage der Raumplanung in den kommenden Jahren. Das Thema Windenergie ist dabei in einem gesonderten Teilregionalplan behandelt. Er weist die Flächen in der Rhein-Neckar aus, die zur Energiegewinnung aus Windkraft genutzt werden können. Der Teilregionalplan bildet die Grundlage, um die Vision des regionalen Energiekonzepts zu verwirklichen: die Vollversorgung mit erneuerbaren Energien – möglichst aus regionalen Quellen.

Thema wird zu einem Teilregionalplan

Bis 2013 war das Thema „Windenergie“ ein Kapitel des Einheitlichen Regionalplans. Nachdem sich die Planungsvorgaben der Länder mehrfach geändert hatten und der Verband Region Rhein-Neckar teilweise unterschiedliche Planungskriterien für sein Gesamtkonzept zugrunde legen musste, wurde das Thema in einen Teilregionalplan ausgelagert. Bis zum Inkrafttreten dieses Teilregionalplans gelten im baden-württembergischen Teil des Verbandsgebietes der Teilregionalplan Windenergie des Regionalplans für die Region Rhein-Neckar-Odenwald und im rheinland-pfälzischen Teil des Verbandsgebietes die Plansätze 6.3.3.2 bis 6.3.3.6 des Regionalen Raumordnungsplanes Rheinpfalz 2004 fort.

Nach zwei Anhörungen und Offenlagen zum „Teilregionalplan Windenergie zum Einheitlichen Regionalplan Rhein-Neckar“ wird aufgrund von Änderungen an der Planungssystematik bei der Windenergiesteuerung vor allem im rheinland-pfälzischen Landesteil der Rhein-Neckar Region eine dritte Anhörung und Offenlage notwendig. 

Dritte Offenlage

Die dritte Anhörung gem. § 10 Abs. 1 Landesplanungsgesetz Rheinland-Pfalz und die dritte Offenlage gem. § 6 Abs. 4 Landesplanungsgesetz Rheinland-Pfalz des Teilregionalplans Windenergie wurde in der Sitzung der Verbandsversammlung am 8. Dezember 2017 beschlossen.

Die Anhörung und Offenlage findet im Zeitraum vom 4. April 2018 bis 18. Mai 2018 statt. Anregungen zum Teilregionalplan Windenergie können bis zwei Wochen nach Ablauf dieser Frist an den Verband Region Rhein-Neckar gerichtet werden. Eine Fristverlängerung kann grundsätzlich nicht gewährt werden.

Zweite Offenlage

Die zweite Anhörung und Offenlage des Teilregionalplans fand im März und April 2016 statt. Die Vorschläge zur Abwägung der eingegangenen Stellungnahmen wurden in der Sitzung der Verbandsversammlung am 8. Dezember 2017 beschlossen. Privatpersonen wurden aus Datenschutzgründen per Post über die Abwägung ihrer Stellungnahmen informiert. Die Ergebnisse sind daher nicht im untenstehenden Dokument enthalten.
