Die Metropolregion Rhein-Neckar will in den kommenden Jahren eine Modellregion der Digitalisierung werden. Der Fokus liegt dabei auf den öffentlichen Infrastrukturen Bildung, Energie, Gesundheit, Verkehr und Verwaltung. Die positiven wirtschaftlichen Effekte der Digitalisierung in diesen fünf Bereichen beziffert das Fraunhofer-Institut für System- und Innovationsforschung bundesweit mit 56 Milliarden Euro pro Jahr.

Daher bauen Metropolregion Rhein-Neckar GmbH und Verband Region Rhein-Neckar eine Koordinierungsstelle „Intelligente Vernetzung“ auf, die die in der Region vorhandenen Kompetenzen und Akteure bündeln soll. Ziel ist es, im Schulterschluss innovative, sektorenübergreifende Digitalisierungsprojekte zu entwickeln und diese über Ländergrenzen hinweg zu erproben.

Das Bundeswirtschaftsministerium unterstützt das Vorhaben bis 2018 mit insgesamt 300.000 Euro aus seinem Programm „Modellregionen der Intelligenten Vernetzung“.

Die Koordinierungsstelle wird noch im ersten Quartal 2017 ihre Arbeit aufnehmen. Erste Projektevorschläge sollen bis zum Nationalen Digitalgipfel der Bundesregierung erarbeitet werden, der im Juni 2017 in der Metropolregion Rhein-Neckar mit Ludwigshafen als Hauptaustragungsort stattfindet. 

Digitalisierung der Infrastrukturen sichert Wettbewerbsfähigkeit

Das Vorhaben zur digitalen Transformation der öffentlichen Infrastrukturen ergänzt die vielfältigen Aktivitäten, die Unternehmen, Kammern, Kreise und Kommunen in der Region bereits zur Digitalisierung der Wirtschaft vorantreiben, beispielsweise im Netzwerk „Smart Production Rhein-Neckar“. Darüber hinaus wird sich die Koordinierungsstelle in wichtige Querschnittsthemen einbringen, etwa wenn es darum geht, den Fortschritt beim Breitbandausbau zu dokumentieren oder Handlungsbedarfe beim Thema digitale Kompetenzen aufzuzeigen.

Der digitale Wandel betrifft alle Bereiche des gesellschaftlichen Lebens. Hieraus leitet sich auch ein Gestaltungsauftrag für die Region ab, etwa wenn es um die öffentliche Daseinsvorsorge geht.

Digitale Agenda der Bundesregierung als Richtschnur

Die Basis für die regionalen Aktivitäten bildet die Digitale Agenda der Bundesregierung und die im Herbst 2015 beschlossene Strategie „Intelligente Vernetzung“. Diesen anspruchsvollen Handlungsrahmen möchte die Metropolregion Rhein-Neckar durch Anwendungsbeispiele aus den Bereichen Bildung, Energie, Gesundheit, Verkehr und Verwaltung mit Leben füllen. Neben dem Bund haben auch die Länder Baden-Württemberg, Hessen und Rheinland-Pfalz im Rahmen einer gemeinsamen Erklärung ihre Unterstützung zugesagt. Darüber hinaus besteht eine Partnerschaft mit der Fokusgruppe „Intelligente Vernetzung“ der Plattform Innovative Digitalisierung der Wirtschaft des Nationalen IT-Gipfels, um die Umsetzung der intelligenten Vernetzung in Deutschland voranzutreiben.

Die Metropolregion Rhein-Neckar will zudem, ausgehend von bestehenden Kontakten und Partnerschaften, den Ideen- und Wissenstransfer im Bereich der Digitalisierung auf europäischer Ebene intensivieren. Es sollen Fragestellungen im Zusammenhang mit der grenzüberschreitenden Nutzung von Lösungen der intelligenten Vernetzung bearbeitet werden.
